Anyways, I have to ask as it has happened twice now in 3 months. What do you do when a client stiffs you for a design you did, wait, let me rephrase that, What do you do when times get a little hard and you ease up on normally practiced web design (i.e. no deposit) standards to help someone out that totally strings you along only to leave you with a new design?
I'm sure it happens a lot to designers, but it makes me even more leery and less trusting of my next client which is a relationship that I do not even like.

I client that does not pay is not a client. What was the agreement? Did you do the design in "hopes" of getting their business? If so and they don't use your design, I think that's okay. We frequently do a free design for a client in order to entice them to redesign their website. Of course, if they used it, that would be totally wrong no matter what.
As for what topic to post to, don't worry about it. If a post is in the wrong topic we simply move it to the right topic. Since this is pretty website design specific, I think this is an ok spot.

As of today the site is still down. Upon further investigation, I have found that the name, address, and PayPal account that was supplied and used in the proposal was another companies account, and I am sure that there are laws somewhere being broken.
I would also like to add that since this post is of public record. The term "some hosting companies" does not apply to any particular company or business mentioned hereof - or something like that.
I have also covered my bases on what to do if this scam artist does post about my company, which I will not post about at time as it is a top-secret plan...lol but I will use it in a "What do you do when" sort of post.

I think there are some good lessons to be learned here. You can't really sell your services without at least doing a "mockup" or two of your ideas. It's probably good to publish guidelines on your site and in your agreements to make sure they fully understand what to expect. Something like:
Free Quotes and Mockups: Limited to 3 hour's effort. More extensive pre-planning efforts will require a signed agreement and a $XX deposit.
Payment is due upon client acceptance of the work, after which the website may be published.
I suggest the deposit should be equivalent to what you charge for about 5 hours work.

Hi Bryan, yes some good lessons to be learned indeed, the main lesson I learned is not to be so "hard up" for work that I take such cases.
Question: Would it be wrong of me to offer the template to his competitor or even buy a .net version of his domain name and warn others of his actions, as this guy still concerns me for the main fact that it is a forex site.

As tempting as it may be, I wouldn't bother trying to "punish" him publicly as it may back-fire.
The best course is to move forward. And, by the way, moving forward could indeed mean selling your work to a paying customer, even a competitor. That would definitely be legal, moral, and fair. After all, you have to make a living.

Yes, but not my style, plus I feel the fact that the guy lives in Iran is "punishment" enough!!
Not that Iran is a bad Country or anything (cough) As a matter of fact i am thinking of packing up the ole' Griswold station wagon and doing soon of my own outsourcing in that area, as I hear there is plenty of work to be had.
